Panel Operation not being displayed.

I have a form which has a Panel Operation added. The Operation defines the running of a Process. When I view the preview in the builder, the button for the Operation is displayed. When I put the system into test, the button for the Operation is not present.

I have added new operations such as save etc and the buttons display in the top toolbar as expected but when I use start a process, I do not get a button.

Is the NOEDIT flag set when you view the form? The buttons will not show if you have.
