Establish a peer relationship via a rule

When an object is created, how can I establish a peer relationship via a rule?

Let's say an Employee can be assigned to multiple Employers. When the Employer creates an Employee object, how can I create the reference between the two when they are peers? I'm kind of new to working with peer relationships...
