I think the answer is, 'no', unless some JS can somehow be executed to adjust the proportional fixed height of each panel according to the screen/containing panel height, a. when the VP loaded, and b. when the browser window is resized.
It seems a mystery as to why you can ratio scale width-wise horizontally (ie. express width of a panel as fraction of 12, etc.) in a nested responsive layout, but not vertically. ESPECIALLY when an Application Development Platform is intended for designing single page applications in whch the webpage itself does not scroll.
Aware isn't the only ADP that seems to lack this out of the box control. Most don't have it.
You can always scale width proportionally horizontally via a ratio or percentage, but almost never height vertically.
