file browser for Import

I am sure it must be hiding somewhere, but I want to let the end user select the option to import data into a BO and want a O/S Popup for them to navigate to the directory / folder. Where is that option hiding?

You must mean something other than the "Import" menu option???

Yes, I want to know if I can have a process, that will let the user select the directory / File, then do something with it.

Create an Import BO that has a Document Attribute. I think it can be non persistant.

Allow the user to upload the document in the normal way (drag and drop or point and select)

Then, in a sub process, export that document to a fixed location of your design that corresponds to where your import expects the file to be.
