That would be ideal and logical (specifying a set number of records in order to define a fixed height for a query), but no, you can't achieve it this way.
You have to achieve it by specifying the height of the query in pixels.
Next to the setting for "Display X Items Per Page" it would be ideal if there were a tickbox for "Fixed Height (pad with blank rows)".
Or you can set the height of the content panel and tick 'Stretch to bottom of Screen' in the query settings.
However, last I checked this doesn't quite work as I think it should as it sets the height of the query to the height of the frame the query is in, irrespective of whether the content panel the query is in is only half the height of the frame the content panel is in, and irrespective of whether there is a bottom frame. Hence, the content panel will always need to be scrolled to expose the full height of the query.
I think ticking the Stretch.. setting should stretch the query to the height of the content panel in which it is contained.
Otherwise the way it is, the Stretch.. setting is just like setting a fixed height for the query except that the value for the fixed height is equal to the height of the frame, which is meaningless when taken in the context of the query and the reason for why you want the query to be a certain height in this scenario.

So if I tell AIM I want 10 per page, the grid will be the same height with 10 or 1 objects - if there is 1 object to show it would have 9 empty rows?
