Use Process to Autorefresh is greyed out

Wow, I thought I knew all about auto-refresh, but I learned a neat trick which I have been asking for, for a while. How to control the visibility of a panel on a layout. Specifically, I don't want a panel to show up unless a record is selected in another panel on the layout.

So, I created an HTML panel, and when I go into AutoRefresh, the Use Process for AutoRefresh is greyed out.

What am I doing wrong?

What is your trick for controlling the visibility of a panel?

My trick is JUST what I learned watching VLAD's Video. Everywhere I want to control a panels visibility, I have it defined as an empty HTML panel and whatever process I want to enable the panel will use a shiny new process to handle refresh. (In most cases, this is just running a query or viewing a form).

The added plus of this, is many times I have a layout with a LOT of panel, and when record is selected in 1, I want all of the others to refresh. This way I don't need to have a Target form for the main query. (if that make sense.!)
