Webservice - without discovering

Does anyone know if you can create a SOAP Webservice with NOT using the Discover button? ie just manually create the parameters etc - has anyone done that successfully?

Interesting question. In .Net, it always required us to go through the discovery wizard.

fyi - support has confirmed you must 'discover', you can not manually build it.
