Import Template Problem

Hi Support... I'm Having a problem with Adding new import Templates or Opening Existing Ones. Whenever I Click on 'Add Import' I simply Get an Error that just says: 4

I've checked All the logs and There is absolutely no information that is helpful. Please advise what could be causing this.
This is on V5.9 Build 1908. I have tried it Locally and on a test server an get the same issue, and I have no way to trace the problem. The Table is in the database and all the columns are there. I Dropped the DB And Tested a clean one... Same Problem.

Any advise as to what is causing this will be appreciated.

@Support, Do you have any idea how to solve this?

It's becoming a big problem as I want to Add Import Templates and Have no way to do that, nor can I edit any of my existing ones. I've Dropped my databases published a fresh version... No Difference, and the logs are too ambiguous to figure out what could be causing this.

What is Exception 4?
