Stacking Attributes in Presentation: Google Maps Infowindow

I want to show a couple of attributes, maybe as many as a dozen.

I am trying to insert some HTML to get the attributes in a list, but the br and p tags, etc. are not rendering, they are being encoded and echoed out like <br>

I really only want, for now, say:
Object.City
Object.State
Object.Zip
in a list like that in the Infowindow.

The screengrab shows the attributes, and my attempt to store some HTML in the SystemSettings and inject it into the Infowindow, unsuccessfully.

I am seeing that the Infowindow contents should probably be rendered as HTML, but are not.
Ideally, I'd like to be able to do more sophisticated popups like:
