Is it as simple as looking for the & and ignoring if & is checked?

That would work if the rule specifically states the values to check for. My issue is that I need to use the BO.Attribute in the rule not the specific Attribute values.
e.g:
If BO1.Attrbute CONTAINS BO2.Attribute Then ..... (Unlike BO1, BO2.Attribute is not a checkbox, only on value can be selected. BO1 is the checkbox with muti values)
Problem
If my BO1.Attribute record has only 'Salt & Pepper' checked and the BO2.Attribute is set as 'Salt', the rule will execute since 'Salt' is in 'Salt & Pepper' i.e BO1.Attribute (Salt & Pepper) CONTAINS BO2.Attribute (Salt).
Since BO1.Attribute is a check box, it can have Salt and Salt & Pepper checked at the same time.
The record in the database stores the checked values as Salt@Salt & Pepper, is there a way/function to have the system check that record for only the word 'Salt' as a whole value, ignoring any other values within the record that have 'Salt' as part of the whole checked value.
I am quite sure you can do something else using the existing Text functions.
