You could have a plain text attribute called Operations in HTML format.
For each new record, have a BO rule to create the operations dropdown. See Event Registration sample app's Event BO rules.

Below, Query with the operations attribute shown as a dropdown.
I've set the query min-height (query sizing button) to 300px to accommodate the dropdown with only one record in the query, otherwise some actions would be cut off.
If you have more than 5 or more actions set the min-height to a larger number.


The limitation is that you cannot have a default action ticked (query orations).
Instead of a dropdown, you could have a row of action buttons instead.
