My understanding is that you want to USE their services via REST. The documentation you provide describes how to set up a server that performs these services. I couldn't find anything that would list the REST API's that they provide. Could you provide the right link?
You will need a plugin to communicate with their server via REST. We have created many such plugins in the past.
