Adding a new reference BO for existing RegularUsers

I am looking to create a BO which is related 1 to 1 with RegularUser. The BO will be used to store calculated summary data for each user which will be updated nightly based on a process.

When a new user is created I want to create an instance of the summary BO, and also create one instance for each existing user.

Create new BO (summary) with with OwnedBy reference to RegularUser, and set the value to required on both ends.
Add the following Rule

If EXISTS Summary WHERE (Summary.RegularUserReference.ID<>ThisRegularUser.ID) Then
CREATE Summary WITH Summary.RegularUserReference=RegularUser

Create a process to update all existing users 1 time.

Anyone see any problem with this? Is that the best path?

So the above did not seem to work. While working on an unrelated item but of similar nature I was also unsuccessful, it actually created a looping rule. The rule below also does not seem to do what I was expecting, I wanted to back fill a reference to a Tenant table from RegularUser.

If RegularUser.TenantName (note: this is a shortcut to Tenants) IS UNDEFINED Then

FIND Tenants WHERE Tenants.ID=ThisRegularUser.TenantID
ThisRegularUser.TenantReference=ThatTenants

Can anyone confirm/refute that a rule or process can be used to create a reference? I feel like I might be missing something Obvious here.
