Filter on drop down on form not finding related instances

I have a form attribute that I need to constrain the choices to related records that exists in an intersection (bridge) object. In the case below, that is the ProjectTypeVendor object. Although the syntax is ok, nothing lists in the dropdown at runtime even though there are record that satisfy the below filter. The dropdown for vendor is in the ProjectVendor object.

FIND Vendor WHERE Vendor IN ProjectTypeVendor.Vendor AND ProjectTypeVendor.ProjectType=ProjectVendor.Project.ProjectType

Not sure why this does not find and Vendor instances.

As a temporary workaround I did the following:

I added ProjectTypeVendor as an attribute to ProjectVendor and its dropdown filter is more straightforward:

FIND ProjectTypeVendor WHERE ProjectTypeVendor.ProjectType=ProjectVendor.Project.ProjectType

Then in a business rule for ProjectVendor, I coded the following, which behind the scenes, assigns the Vendor:

IF ProjectVendor IS NEW THEN
ProjectVendor.Vendor=ProjectVendor.ProjectTypeVendor.Vendor

I consider this a hack, and would rather assign the Vendor in a single filter.
