Same thing happens when multiple emails are sent in our system. Recipients receive emails where To address is undisclosed-recipients.
Can it be fixed?

I suppose because of that it can be detected as a spam by some email servers.

Your alternative is to have a process that is designed to send individual emails to each recipient.

"undisclosed recipients" is pretty normal & worthwhile.
