Initial Value for Locale Date?

I have a feeling this is all on me, but is there any way to provide an initial value for a date field when the format is set to 'Take from Locale'?

CURRENT_DATE works fine, but if I try to enter a value like 12/31/2011 or use LAST_DAY_OF_MONTH(12), it is invalid. Is what I am trying to do feasible?

Try doing this using an explicit initialisation rule, rather than putting it into the "Initial value" text box.

No joy... explicitly selecting use for initialization had the following results.

Using Attibute IS UNDEFINED:
"Value was not changed because it was equal to the old value StartDate=null" (odd, I would associate that with WAS CHANGED)

Using an Unconditional Rule:
Same as above

Using BO IS NEW:
"Action XNPBO_Review.StartDate=LAST_DAY_OF_MONTH(12) is not allowed during initialisation."
