It is obligatory to CREATE before SEND notifications?

It is obligatory to CREATE notifications before SEND notifications?
I just found out that I cant see outgoing notifications that are sent by system.

You can use SEND without having to create a notification - Aware IM will create notification automatically. You can use CREATE as well if you want to create it with non-default values

I have understood it now. It is written in library case study(i read it before just forgot it): SEND notification doesnt create OutgoingEmail object. It means outgoing notifications will not be registered in the system.

So it is obligatory to CREATE notifications after SEND notifications in order to register them.
