"Add New" button is not displayed in certain acces

Hi.
What could be the reasons of that "Add New" button is not displayed in certain access level?
This access level A has all BO and other elements accessible in settings.

I have an intelligent BO 1 that has access level A (has its account). BO1 is a reff. attr. in BO 2 (peer).

When BO 1 logs in to its account and opens from a query instance of BO 2, where that BO 1 is a reff. attr, it (BO 1) cant see Add New buttons of other reff.attrs of that BO 2. Add New buttons are disappeared.

But you can see that Add New buttons there if you log in as an administrator or also if you press Preview button in presentation setting of that BO 2 in the form that is for access level A.
BO 2 is owner of these reff. attrs where Add New button is not displayed.

I deleted all the rules containing protect expression and result is the same.

Found out the reason. Dont know is it a bug or not, but previously I had "Restrictions apply as per table below" checked in Access level settings AND there were some restrictions AND after I decided to check "All business are accessible" but Add New button still was not displayed.

But then I decided to return to "Restrictions apply as per table below" settings and checked all field with "Full access" and only then checked "All business are accessible" so the Add New button was displayed.
