After a lot of trial and error I solved the problem. What the User Guide does not make very clear is that if you follow a FIND with updates it is finding all instances of OBJA that meet the criteria and updating before executing ProcessB at which point ProcessB only has the last instance of OBJA to act on:
FIND OBJA WHERE OBJA.A = '1'
OBJA.B = 'C'
OBJA.C = 'D'
ProcessB
ProcessB
FIND OBJB WHERE OBJB.A = '1'
OBJB.B='C'
OBJB.C='D'
If all the updates are moved to ProcessB it works because ProcessA will execute ProcessB for every instance of OBJA that meets the criteria.

ProcessB
FIND OBJB WHERE OBJB.A = '1'
OBJB.B='C'
OBJB.C='D'
OBJA.B = 'C'
OBJA.C = 'D'
I think an "AwareIM for Dummies" is needed.
