We do this:
Create a new Tab in a Visual Perspective (actually we create a Visual Perspective called "UsedforDisplays" and we store a lot of these kind of things in there and just call it when we need it). Call the new Tab whatever you want your tab to be called, in your case say it's "Sales Report".
Have one content panel in that Tab and have a Command which is your DISPLAY URL '<<SystemSettings.SiteURL>>/crystal/previewReport.jsp?reportName=mycrystalreport.rpt' BUT don't make it NEW TAB.
Then have a process for the menu item, and the process has one rule:
DISPLAY LAYOUT 'Sales Report' FROM_VP UsedForDisplays
So when the Menu item is clicked it will Display Your tab with the Tab Name "Sales Report" and run the DISPLAY URL command.
It's a bit of a work around but it's the only we found that works - if someone knows a better way - please tell us!
