Notification Confusion

When I "Add" LoginNotification I get three choices rather then just the two mention in the User Guide.

When LoginNotification is Received
When LoginNotification is Created
When LoginNotification is Attempted

Of 1 and 2 which comes first?

I've tried these rules, entered without error or warnings which apparently have no affect. I can login with the same LoginName many times and when logged in as "admin" and viewing the RegularUser object the "Active" attribute is not defined.

Notification Created Rule

FIND RegularUser WHERE (LoginNotification.LoginName = RegularUser.LoginName)

RegularUser.Active = 'Yes'

Notification Recieved Rule

If EXISTS RegularUser WHERE (RegularUser.LoginName=LoginNotification.LoginName AND
RegularUser.Active = 'Yes')
Then Report Error 'User ID already active in system1'

Try this in rules when notification is received:

LoggedInRegularUser.Active = 'Yes'

REPORT ERROR will not work in notifications as explained in another thread
