Menu Radio Button

Can someone tell me the proper procedure to activate the "Menu" radio button in the Visual Perspective Editor? I eventually get it by randomly deselecting and selecting those defaulted check boxes when the editor opens but I'm sure there must be some simpler way.

Also, why is it when I use the "Library" template to create a new BSV there are no "menu selections" other than those under "Standard" for the guest perspective and the administrator which appear to be the same?

There is only one menu in the system - it can be either in the Top Bar frame or in the Left frame. If menu is already defined in one frame it is disabled in another one.
