Refresh button in Locale missing some strings

When I press the refresh button in the locale configuration it is not adding all strings. I created a button to create a new user but the string attached is not shown in the locale settings after a refresh.

maybe a bug?? When I create a new locale the string is shown along with some others that were missing.

What sort of a button is this? How can we reproduce the problem?

I've made a query to show result for the users.
in this query I've made a display result and added an operation.
This operation starts a process which has the function: ENTER NEW user

The 'New User' label is nog shown in the locale settings.
it always worked and with the new buttons I've made after this one it also worked but just not this one.
I've tried to delete the button, remove the process save the project re-enter them but still the same problem.
