ENTER NEW with BOG Error

I have noticed issues with using the ENTER NEW action when attempting to generate a new record based on a BOG. I receive an error of 'Internal Error. Business Object or Notification CommonUtilities not found'. I am using the following rule:

ENTER NEW CommonUtilities WITH CommonUtilities.Owner=Owner

If I use the Add New button in the reference grid it works and brings up the BOG selection form.

Can ENTER NEW be used with a BOG or is this a bug?

ENTER NEW for a group is supported, but using WITH causes this problem. It's a bug.
