I noticed while I was trying to get a process running that when you are choosing something from a list that Aware uses a NOT IN statement

Does this mean that NOT IN is in the works? Or is this a special case?

There are two types of "IN" expression - when the list is specified explicitly like in your example and when the list refers to references.

NOT IN is only a limitation when it is used for references AND when it is used in QUERIES. It works fine in rules.
