You can use web services of other providers as well - please refer to the User Manual

You can use strings in other languages when configuring your applications. You cannot switch between languages dynamically - you need to have two configurations in different languages

Rules will take care of that automatically - just define the rules properly:
If one of the sidelines has an invoiced quality Then
REPORT ERROR 'You cannot delete ...'
Aware IM will automatically roll back a transaction when REPORT ERROR is encountered, so nothing will get deleted.

Rules work with different objects - you cannot re-use them. However, you can copy and paste them (and Aware IM can even automatically replace object names in rules when you do that). If you want to re-use a function you can write your own function and re-use it in different rules.
