Yes. Reports are generated in PDF format
2)is there a fax api?
There is no FAX API per se, but you can use Fax as a printer
You can also write a plug-in to do whatever is necessary
3) if hosting applications, how do you define a user? My users are my clients, and they will be using the applications i create. Applications include a logisitics applications and a medical billing application.
You do not need named user licenses for your clients
4)Is it possible to create a runtime version that connects via web services to the hosted version, in order to publish data o the hosted system?
What do you mean by publishing data? Publish your configuration file?
