Page break after subreport in Title band?

I'd like to be able to put a subreport element in the Title band of a report, then have the Page header band start at the TOP of the next page.

When I try this, the page header info is at the bottom of page 1 -- right after the subreport info.

Is there any way to force a page break?

Any other suggestions to make this work?

Have you tried checking the "Start new page" checkbox in the properties dialog of the Page Header band?

In the page header band the start new page box is greyed out. I just checked 'Report Borrowed Items' in the Library app & the page header band there also have the new page box greyed out.
