Interesting issue I ran into today, my Config Tool did not want to start no matter what I tried.
Tried starting from the Control Panel and directly using the exe in the ConfigTool folder and neither worked, Control Panel would say it has started but no login prompt ever shows.
Tried a whole bunch of things which did not work even restarting the PC until I checked the ConfigTool.ini and saw that duplicate domain numbers were being generated and referencing different business spaces example: DBASDomainName4=BusinessSpace1 and later I would see it again with DBASDomainName10=BusinessSpace1
I cleaned the ini file so there were no duplicates and after doing that the config tool now starts up normally, found out that starting the config tool from the control panel is the cause of the duplicate domains in the ini file and still writes 1 set of duplicates now but my config tool is launching normally now even with the duplicates.
Quite odd behavior but if anyone ever gets the same issue as me check your ConfigTool.ini file.
