Yes, this can be easily done. There are several ways of implementing it depending on your application design. Let's consider one example, where there are two business objects: Client and Site.
Object Site has a plain-text attribute Name and a plain-text attribute Code. Object Client has a plain-text attribute Code with a no-other-values allowed choice list containing all required codes (entered in the Configuration Tool). Object Client also has a no-multiple-allowed reference attribute Site of type Site. The presentation option for attribute Client.Site is combo box (dropdown) with Name selected as the attribute to display.
You can now run the application and create a few Site instances. When you create an instance of Client you will see two dropdown boxes: one for the Code with the values entered in the Configuration Tool, the other for the Site with names of all sites you have created in the web browser.
The next step is to add the filtering of the sites in the Site dropdown based on the selection in the Code dropdown. This is done in the Configuration Tool. In the presentation options for attribute Client.Site enter a custom filter query in 'Filter' - 'Filter displayed items' on the right-hand side of the presentation properties dialog. The query should look like this:
FIND Site WHERE Site.Code = Client.Code
Now, when you run the application and create an instance of Client, the system will automatically execute the filter query for attribute Site so that the Site dropdown will contain only those Sites which code matches the code you selected on the Client form.
