Does unlimited really mean 'unlimited'?

I have a query that should show records that do not have a Date Closed. I am grouping these records by a CaseType.

When I specify that I want the display to be Unlimited, I define the Height to be 1200. Nothing complicated so far.

I should get 1200 records out of 37000. Instead I get 100.

If I change the Display count to 2000, I get the 1200 that I expect.

What am I missing here? Shouldn't the 'Unlimited' give me everything I am expecting?

After playing with it some more it appears that the records do eventually get there, but only after much scrolling up and down. Even though it is set to 'Fetch records for all pages at once....'
