LIST_LINE function issue?

Good Day Group,
I think there might be an issue with the LIST_LINE function but I need someone with a lot more experience than I to confirm. It might just be me doing something wrong as usual.
In a process to concatenate email addresses for use in an email notification CC or BCC attribute I have this rule action:
LoggedInRegularUser.OC_Emails=LIST_LINE('FIND ALL Personnel ','',';',';','EmailAddress')
This statement works creating the string of email addresses but of course I get all the emails from the Personnel objects.
However, If I use this the process will not validate.
LoggedInRegularUser.OC_Emails=LIST_LINE('FIND Personnel WHERE Personnel.Roles CONTAINS 'OC' ','',';',';','EmailAddress')
I get :
Syntax error in action 2 at token "(" (column 40)
Personnel.Roles is a multi-select combo box of various Roles.
I think it might be the literal 'OC', have tried using double-quotes like "FIND Personnel WHERE Personnel.Roles CONTAINS 'OC' " or vice versa
'FIND Personnel WHERE Personnel.Roles CONTAINS "OC" '
But both produce errors.
Can someone point our my error?

LoggedInRegularUser.OC_Emails=LIST_LINE(FIND Personnel WHERE Personnel.Roles CONTAINS 'OC',``,;,;,EmailAddress)
Use the key to the left of the #1 key.

Also, that FIND can be replaced by a saved Query, and doesn't have to be a literal string:
LoggedInRegularUser.OC_Emails=LIST_LINE( Q_Personnel_OC,``,;,;,EmailAddress)

I will have to remember those tic marks. Used them a lot in PHP, I should have thought about trying them here.
